The Victoria Police and Australian Federal Police departments launch an operation code named Counterstrike. Their goal is to identify, locate and arrest the counterfeiters and in particular the gang leader, Cliff Samuels, known to be a cold-blooded killer.
Ben and Cassie and their canine partners become central characters in the search for the offenders as the police struggle to identify the "inside men" who are assisting the gang.
