This book examines a profound paradox: those who risk their lives for the African state - soldiers, policemen, gendarmes - are among the most poorly protected socially. Structured in five parts, the analysis starts from pre-colonial foundations, crosses the disarticulating colonial legacy and the independence era, which nationalized armies without overhauling their status, to draw up an alarming inventory: derisory or unpaid pensions, lack of health and disability coverage, national and continental legal loopholes. The author identifies decisive blind spots: the mental health of soldiers returning from conflict zones, the rights of military women, the fate of demobilized former child soldiers and the rise of the private security sector with no social safety net. At the heart of the proposals is the ARENE system - Assurance Retraite par Épargne Nationale pour l'Enfant - an individual capitalized account open from the birth of the agent's child, portable internationally, resistant to corruption and complementary to existing pay-as-you-go schemes. The book also proposes a continental framework law on military social protection.
