This book offers the first practical, step-by-step guide to adversarial co-production: a survey-based method for persuading sceptical publics to support evidence-based policy.
Developed by the Common Sense Policy Group, the method turns a familiar political assumption on its head. Rather than treating firm opponents of a policy as an immovable obstacle, it recruits them to write the most persuasive arguments in the policy's favour, then synthesises and tests those arguments on large, representative samples. The result, across every policy area to which the method has been applied, is the same: opposition weakens and support rises, and the shift is statistically significant every time. The book explains why this works, and takes readers through each stage of the method, from screening surveys that identify firm opponents, through the co-production of narratives, to large-sample testing and analysis. Written for a period of permacrisis in which the case for transformative policy is urgent but political nerve is scarce, the book shows that the communities most often described as barriers to progressive reform are in fact among its strongest potential supporters.
This is an essential resource for policy researchers, political communication and campaign professionals, third sector and community organisations, and postgraduate students in public policy, political science and social policy who want to move public opinion on the evidence, not around it.
